SAN FRANCISCO — It’s time for the Securities and Exchange Commission to become a tougher and more sophisticated cop, Marc Fagel, director of the San Francisco regional office, told a gathering of corporate counsel Tuesday.

Fagel was the keynote speaker at the 8th Annual Corporate Counsel Conference, West Coast, sponsored by CorpCounsel.com’s parent company ALM. The SEC official gave a survey of current market enforcement measures, and what has changed over the past few years.
