With major changes afoot in Congress, the Congressional Black Caucus has named Angela Rye, 31, its first general counsel. Representative Emanuel Cleaver, a Missouri Democrat and chairman of the caucus for the 112th Congress, chose Rye as GC and executive director for the two-year term.
Rye previously served as senior adviser and counsel to the House Committee on Homeland Security.
