The Affordable Care Act lets small businesses pass on buying health insurance coverage for their workers, but the law’s shaky rollout has some manufacturers opting to do it anyway.

That’s not really surprising, given the challenges U.S. officials have faced implementing the law. First, the employer-mandate had to be delayed. Then, glitches debilitated the launch of the federal health insurance exchange, to which manufacturers are supposed to send their employees to buy coverage themselves.
