Journalists are generally no better at prognosticating than anyone else. So beware when we pontificate on the future plans of, say, the National Labor Relations Board. Unless … we happen to have read a memo written by the agency’s general counsel.

And it just so happens that Richard Griffin, the NLRB’s general counsel, did write a memo recently advising regional districts on the types of matters to submit for guidance from higher-ups. In other words, he outlined his priorities.
