Delaware is the most favorable pro-business state for lawsuits and West Virginia is the least in the perception of corporate America, according to a new survey released by the U.S. Chamber of Commerce’s Institute for Legal Reform (ILR).

But the 2015 Lawsuit Climate Survey of 1,203 general counsel or senior corporate lawyers for major corporations found several large states such as California (47th), Illinois (48th) and Florida (44th) also have some of the worst lawsuit climates for business.
