The general counsel of the Federal Energy Regulatory Commission (FERC) has told a U.S. House panel that it should approve a proposed bill allowing appellate review of certain utility rate changes that take effect without a majority vote of the commission.

General counsel Max Minzner spoke on two bills that would amend the Federal Power Act at a Tuesday hearing before the Energy and Power Subcommittee of the House Committee on Energy and Commerce.
