A federal appeals court on Friday shot down a challenge by Texas construction industry employers and small business owners to the National Labor Relations Board’s so-called “quickie” election rules.

The U.S. Court of Appeals for the Fifth Circuit rejected arguments by Associated Builders and Contractors of Texas Inc. and the Texas arm of the National Federation of Independent Business. The challengers argued the labor board overstepped its authority in adopting the rules, which took effect last year.
