Microsoft Corp. published a white paper Thursday urging new cyber “rules of the road” for nation-states and for the global information and communications technology (ICT) industry.
Entitled “From Articulation to Implementation: Enabling Progress on Cybersecurity Norms,” the document says that tech providers should agree to norms in order to enhance trust in ICT systems—trust that has been worn away in recent years by breaches and government intrusions.
