Because of Congress’ inaction, the country is unprepared for a likely outbreak of the Zika virus, a professor focused on law and public health told lawyers at American Bar Association’s annual conference.

“Is the United States prepared for a Zika virus outbreak? No,” said James Hodge Jr., director of the public health law and policy program at Arizona State University Sandra Day O’Connor College of Law, during a gloomy presentation on Thursday to a small audience in San Francisco’s Marriott Marquis hotel.
