William “Mo” Cowan, who served as an interim U.S. senator and was a top adviser to former Massachusetts Gov. Deval Patrick, is no stranger to working with General Electric Co., as he played a key role in the company’s relocation to Boston. Now Cowan is taking his experience in-house, as he will join GE as vice president of litigation and legal policy, effective April 1.
