The Federal Communications Commission announced Wednesday that it has reached a $9.1 million settlement with two telecommunications companies that provide relay services for people with hearing and speech disabilities. In addition to the fine, the two companies, Purple Communications Inc. and CSDVRS, agreed to be subject to a five-year FCC compliance plan.

Purple and CSDVRS are both internet-based telecommunications relay service (TRS) providers that allow users with hearing or speech disabilities to communicate using a communications assistant. A TRS Fund reimburses such providers for supplying relay services to those with these disabilities. In a Wednesday press release, the FCC revealed it had entered into a consent decree with the two companies, as well as parent company ZVRS Inc., settling investigations related to claims that the companies failed to implement reasonable processes to verify TRS users and improperly billed for reimbursements from the TRS Fund.
