When Bian E. Beverly, director of legal services for the North Texas Tollway Authority, worked as a senior assistant general counsel for Dallas Area Rapid Transit, DART officials learned the value of seeking her help when other government agencies sought to regulate or fine the public transportation agency.

Gene Gamez, a senior assistant GC for DART, recalls that during DART’s 2002 construction of its light rail line from Dallas to Plano, Beverly’s mastery of the fine points of administrative and environmental law came in handy. The city of Dallas had issued more than 20 citations against DART for alleged violations of the Clean Water Act. The tickets totaled $40,000 to $50,000, Gamez says. But Beverly found that the city had made several procedural errors. As a result, most of the tickets were dismissed, he says.
