A West Hartford resident, Wagner represented local schools and districts last year as counsel at Shipman & Goodwin and has volunteered for a number of professional and community organizations. Before her state service in the Executive Branch, she worked as deputy legal counsel for Connecticut Senate Democrats and was a public defender in Massachusetts. In 2004-05, she worked as a legal intern with the American Civil Liberties Union while obtaining her law degree at the University of Connecticut School of Law.
The Connecticut Bar Foundation administers grants to legal services agencies to help state residents who cannot afford an attorney. The group also works to educate community members on the law.
