Experts who study attorney discipline say they have concerns that a Hartford lawyer didn’t prevail in appealing his reprimand to the Connecticut Appellate Court because the Statewide Grievance Committee’s reviewing committee failed to adhere to the rules governing attorney discipline when it didn’t render its final written decision within 90 days.

But those same experts say they aren’t surprised with the Appellate Court’s 3-0 ruling in the case of attorney Joseph Elder, and don’t expect him to be successful if he appeals to the state Supreme Court.
