Body camera footage from New Haven police on June 19 depicts Richard Cox being placed in the back of a police van without a seat belt, leading to his neck breaking after an abrupt stop, according to a new lawsuit.

The complaint was filed Sept. 4 in Connecticut District Court by attorney Robert M.
