The Connecticut General Assembly has done battle over big issues in this year’s session, from the death penalty to the $1.2 billion budget shortfall. Way off in the shadows of these mega-debates are some little bits and pieces of legislation that escape news coverage, cost the state nothing, and yet have great impact on our lives. One of these new laws is Public Act 09-169, An Act Concerning the Creation of a Trust for the Care of an Animal, enabling Connecticut residents to establish trusts for their pets.

Connecticut is a pet-loving state, no doubt having the same level of pet ownership experienced nationally. In this country, pet ownership has never been greater, with 63 percent of households owning a pet. That is 69 million homes with pets. The numbers are larger than you might guess: 73 million dogs, 90 million cats, 139 freshwater fish, 9 million saltwater fish, 16 million birds, 18 million small animals, and 11 million reptiles.
