Connecticut Attorney General Richard Blumenthal today broke sharply with Supreme Court Acting Chief Justice David M. Borden and publicly called for a constitutional amendment to shift ultimate court rulemaking power to the legislature.
He also urged lawmakers to adopt an omnibus bill enacting dozens of court openness reforms recommended by two blue ribbon committees that investigated public access and understanding of the courts.
