In a sentence handed down last year to former Gov. John Rowland, convicted of conspiracy to defraud the U.S., District Court Judge Peter C. Dorsey saw fit to impose a mere 12-month sentence followed by four months of home confinement. Noting that the decision resulted in a “non-guideline sentence,” the court cited the former governor’s “extraordinary civic/public service,” his “family ties and responsibilities,” and “the impact of his loss of the governorship and destruction of his career.”
