A three-judge reviewing panel has found former Bridgeport Mayor Joseph P. Ganim, who served seven years in prison on municipal corruption charges, lacks the required character and fitness to return to the practice of law.

The judges concluded that a five-lawyer Fairfield County panel, which recently recommended that Ganim should be readmitted, may have been swayed by sympathy and closeness to Ganim and his family. The judges also urged a rule change that would stop fitness review panels from being composed of a bar candidate’s local colleagues.
