At a time when municipalities face significant cuts in state aid that may require compensatory increases in property taxes, any reduction in state-mandated expenditures is welcome. Collectively, local governments spend millions of dollars every year to publish statutorily-required legal notices. They would certainly welcome a modification of that mandate that would save them money.
To that end, Proposed House Bill 5530 allows legal notices to be posted on a municipality’s website in lieu of publication in a newspaper. On February 1, the legislature’s Planning and Development Committee held a public hearing on that bill. At the hearing, several mayors and first selectmen, the Connecticut Conference of Municipalities (CCM), and the Connecticut Town Clerks Association testified in favor of the measure, mostly because of the fiscal relief that would result from its adoption.
