The federal government and the City of New Haven have entered into a settlement that addresses allegations that city officials, including members of the police department, were not communicating effectively with the hearing impaired.
The Americans with Disabilities Act requires that all public entities, such as local governments and police departments, ensure effective communication with individuals with disabilities. The case stemmed from the arrest of a hearing-impaired senior citizen, who fainted and was briefly hospitalized after being charged with a housing code violation.
