Johnmichael O’Hare, Anthony Pia and City of Hartford: The U.S. Court of Appeals for the Second Circuit has ruled that Hartford police officers violated the constitutional rights of a family when they entered their yard without a warrant and shot a large Saint Bernard dog in front of a 12-year-old girl.
