A federal building with no American flag in front of it rubbed some federal court security officers the wrong way.
As a former Waterbury police officer and a military veteran, Ed Monnerat, a U.S. District Court security officer in New Haven, said he and his colleagues took notice recently when the Stars and Stripes went missing from its pole in front of the Church Street building for more than one week.
