Now that the legislature has signed off on a $100 million settlement of the 12-year legal battle between state unions and former Gov. John G. Rowland, who really won?

In the viewpoint of state Attorney General George Jepsen, all three sides can claim a substantial measure of victory: the unions, whose members will collect long overdue damages; Rowland and his former budget director, Mark Ryan, who avoid personal liability; and the state itself, whose taxpayers won’t be stuck with a mounting bill for litigation.
