A legally blind Hartford man had been receiving benefits through a rental assistance program for years when state officials kicked him out because he’s on the state’s sex offender registry.

In doing so, the state Department of Housing cited an agency regulation which went into effect in 2013. It authorizes the department to “deny program assistance to an applicant or terminate assistance to a participant [if] a household family member is subject to a registration requirement under a state or federal sex offender registration program.”
