State of Connecticut v. Leela Panoor, M.D.: A Tolland psychiatrist who allegedly submitted fraudulent Medicaid claims has agreed to a settlement with the state for just over $400,000.

The state Attorney General’s Office had filed a civil action against the doctor, Leela Panoor, for what it described as a long-term pattern of submitting “upcoded” claims to the state Department of Social Services for services provided to Medicaid patients. Officials explained that “upcoding” occurs when a provider knowingly uses a higher-paying code on a Medicaid reimbursement form to reflect the use of a more expensive service, procedure or device than was actually used or was medically necessary
