In February, Patricia Helliger was promoted to be New Haven’s first female African-American police captain. Barely two months later, she sued the city for race and gender discrimination.

Helliger’s lawsuit, filed April 18 in the New Haven Superior Court, claims that Police Chief Dean Esserman and city of New Haven, led a “campaign of harassment, intimidation, and discrimination against plaintiff Helliger because of her race and gender.”
