While other aspects of Gov. Dannel Malloy’s Second Chance Society have gained more attention, state Judicial Branch and executive branch officials have high hopes for a just-passed bill that would limit the number of young people school officials funnel into the juvenile court system and reduce the number of juveniles held in prison before trial.
