Distinguishing the effects of the inevitable summer slowdown from those caused by the recent round of layoffs by the Judicial Branch is difficult. But anecdotal evidence yields the following conclusion: morale in the court system is low, and the pace of activity is slowing.
That’s a bad sign for a system already backlogged and struggling to keep up.
