A psychiatrist with offices in New Haven and Fairfield has reached a $400,000 settlement with the state over allegations that she and her husband fraudulently overcharged the state’s Medicaid program.

A civil lawsuit filed in state court by the Connecticut Attorney General’s Office alleged that the co-owners of Brighter Concept Inc., Dr. Ashwini Sabnis, a licensed psychiatrist, and her husband, Saurav “Sam” Mohanty, participated in an illegal scheme that resulted in the submission of false claims for services that were not provided and claims that were “upcoded.”
