On June 14, the Connecticut Judicial Branch announced “the first round of courthouse closings.” These closing are the direct result of mandatory budget cuts across state government. We urge the Judicial Branch to take an open, thoughtful and well-vetted approach to the closing of any other buildings, an action reasonably anticipated by the announcement’s implication of a second round of closings. As a result of last month’s announcement, four courthouses will be shuttered: three juvenile courts (Danbury, Torrington and Stamford) and the Judicial District Court in Willimantic.
The chief court administrator stated in the announcement (available on the Judicial Branch’s website) that these courts were chosen based on the impact of recent layoffs and staff reductions. While the four recent choices are arguably the lowest impact options currently available to affect the branch’s finances, they disproportionately impact access to the juvenile courts. Two lockup facilities were also cut to accommodate for the layoffs of judicial marshals. We recognize that swift and decisive action was necessary to address the immediate impact of the mandated significant reduction in personnel, but we are concerned about the disproportionate cost to juvenile services.
