Looking into the murder of Casey Chadwick in Norwich by an illegal alien from Haiti who had just served a 17-year prison term for attempted murder but wasn’t deported as he should have been, U.S. Sen. Richard Blumenthal and U.S. Rep. Joseph D. Courtney determined, essentially, that the U.S. Immigration and Customs Enforcement agency is incompetent and inadequately staffed by an administration that refuses to enforce immigration laws.
According to ICE, the illegal alien, Jean Jacques, provided no documentation of his nationality, Haiti wouldn’t take him back without such documentation, and ICE couldn’t locate any, so Jacques was set free though his presence remained illegal.
