Two years after being freed from prison, Scott Lewis has sued the city of New Haven and members of the police department for wrongly implicating him in murder.

Lewis accuses former police officer Vincent Raucci of working with a known drug dealer to frame him for a 1990 double-murder, putting him behind bars for 19 years until another officer came forward with exculpatory evidence. Former Police Chief Nicolas Pastore and other officers knew of Raucci’s misconduct but covered it up, Lewis’ Aug. 15 federal court complaint alleges.
