Summary judgment should not have been granted to the state Department of Transportation on claims it moved too slow to treat black ice on the Gold Star Memorial Bridge over the Thames River, a state appellate court held.

A three-judge panel reversed the decision of New London Superior Court Judge Leeland Cole-Chu and reinstated the case of plaintiff Barry Graham, who was seriously injured when his car hit black ice as he was headed north over the bridge from New London to Groton in the early-morning hours of Dec. 12, 2011.
