Microsoft Corp. and Stripe Inc. are urging federal banking regulators not to draw cybersecurity rules for the largest banks so narrowly that they exclude innovative technologies developed by third-party providers.

The computer giant and Stripe, a San Francisco-based business that provides payroll services to Facebook, Lyft Inc. and other large companies, said regulators must provide room in any cybersecurity guidelines for newer technologies such as cloud-based services.
