Item: Police chief investigates lawyer for fixing drunk driving cases. Lawyer gets elected first selectman. Chief loses job. This is among the bizarre actions that will cost Trumbull taxpayers millions in settlements. Meanwhile, law-abiding citizens have no reason to believe they are being protected by a renegade band of thugs and dunderheads.

Two years ago, acting Trumbull Police Chief James Lively obtained a grant for drunk driving enforcement. As he reviewed department and motor vehicle records, he discovered that an unusual number of drunk drivers were getting their licenses reinstated. Some of these drivers were represented by attorney Ray Baldwin, who was also working as a hearing officer for the state Department of Motor Vehicles. In one case, Baldwin took a $1,500 fee from a drunk driver, then told him not to worry because he would also be the judge at DMV. (For that offense, Baldwin got off with a $500 fine from the state Ethics Commission.)
