Due to a technicality, an out-of-state prison has granted nearly all nonviolent inmates early release except for one 58-year-old man, the prisoner’s attorneys stated in an emergency petition.

But William Hawley, who was originally sentenced in Florida, is not asking to be allowed early release. Instead, he is demanding that Florida Gov. Ron DeSantis and his Office of Executive Clemency resume operation of the clemency board—at least to hear his case.
