The last six months have been chaotic. In addition to the personal toll the pandemic has taken, businesses have also been severely impacted. Some encouraging news has given us hope that businesses may soon be able to start the slow and difficult process of reopening and rebuilding, but many businesses seem far from ready to do so.

First, many businesses lack sufficient financial resources to reopen. Some businesses received financial relief through federal programs such as the Paycheck Protection Program (PPP). But the PPP may not have been sufficient and other sources of financial relief may be needed.
