Florida is one of 17 states with quotas on the number of liquor licenses it issues, and it is among even fewer that distribute new licenses via a lottery.

It's true, the Sunshine State only provides a limited number of liquor licenses to bars, small restaurants and package liquor stores each year, and the only way for new businesses to obtain a quota liquor license is to buy an existing one or enter the Florida liquor license lottery. While buying one may sound like the easier option, high migration rates and heightened demand have driven up the cost of quota licenses, making the lottery the only hope for many business owners.
