A decision by Miami-Dade’s chief judge to change the seniority rules determining preferences for judicial assignments has the robes all aflutter and the e-mails a-flying in the county’s courthouses.

It all started this month, when Chief Circuit Judge Joel Brown assigned newly appointed Circuit Judge Tony Arzola to an opening in the criminal division, passing over Circuit Judge Jorge Cueto, who has been on the circuit bench several months longer than Arzola. Brown reasoned Arzola had more seniority because he served in county court for a few years before being elevated to the circuit bench.
