If the clerk’s office is the heart of any courthouse, then Broward County could arguably be in cardiac arrest.

The office run by Clerk of Courts Howard Forman, who is at the center of a firestorm of criticism led by the circuit’s chief judge, is the slowest of Florida’s seven largest counties when it comes to processing civil court filings, according to a report obtained by the Daily Business Review.
