Developer Mark Siffin is betting a garage topped by massive electronic billboards will be enough get the long-discussed City Square project moving and justify the hefty 2005 price for the downtown Miami site.

The proposed eight-story garage topped by a pair of 200-foot video billboards next to the Miami Herald building could be Siffin’s last chance to attract lenders before a January 2011 deadline to close on the $190 million purchase of the 10-acre property.
