Developer Mark Siffin won tentative approval Thursday for his plan to build two massive advertising towers on top of a 1,600-space parking garage he plans to construct near the Miami Herald building.
The Miami City Commission voted on first reading to pass a zoning ordinance allowing giant electronic billboards to be built in the neighborhood around the Adrienne Arsht Center for the Performing Arts. The vote was 5-0.
