Buying quality, bargain properties in South Florida turned out to be a lot harder than Related Group of Florida expected when it created a $1 billion fund to buy distressed real estate.

When it formed the fund two years ago, Related hoped to capitalize on the troubled real estate market by buying non-performing notes and distressed condos, multifamily projects and hotels at heavily discounted prices.
