Carlos Velez was once a Navy operations specialist. He helped navigate destroyers, frigates and any other ship he was assigned to and hunted Soviet-era nuclear submarines.
But on this day, a well-groomed Velez, 47, sat in court as an unemployed, unlicensed electrician facing drug charges and trying to stay out of jail. He was eligible for a diversion program that, because of the court’s partnership with the West Palm Beach VA Medical Center, would allow him to complete terms of probation without having to pay costs.
