A developer fighting to retain control of his North Bay Village luxury condominium project won the right to continue leasing out the 16-story tower’s unsold units.

Only three of Cielo on the Bay’s 35 units have been sold. Harbour East Development, headed by Mario Egozi, has leased out 10 units for more than $2,800 each per month to pay for the buildings’s maintenance and operation.
