Broward Circuit Chief Judge Victor Tobin, making his final State of the Circuit address Thursday, said construction of the new courthouse is expected to begin in August even though requests for proposals have not been issued.
Nearing the end of his term as chief judge, Tobin described a court system with challenging times ahead to members of the Broward County Bar Association’s Young Lawyers Section.
