A patent reform bill considered the most sweeping change to the U.S. patent system in decades would change the nation’s U.S. patent system from a first-to-invent system into a first-to-file system.

The U.S. Senate voted 89-9 on Thursday to pass the bill that’s been touted as a job-creation measure shortly before President Obama addressed a joint session on Congress on his plan to boost jobs. The House passed the same version June 23, which means it is heading to Obama for his signature.
