The Miami-Dade County Commission today gave preliminary approval to an application to move the urban development boundary to accommodate a retail center on farm land west of Kendall.

Land investor Ferro Investment Group II, led by Hialeah investor Mario Ferro, wants to amend the county’s comprehensive development master plan, which regulates growth, to develop 9.9 acres at the southwest corner of 167th Avenue and 104th Street.
