When a Miami federal judge issued an injunction against a new state law that prevents governments in Florida from hiring businesses with links to Cuba, the judge and lawyers involved displayed a great deal of knowledge about the law — but not so much about business.

To recap: Florida earlier this year passed a law prohibiting the state and local governments from contracting with companies that have business links to Cuba. That prompted construction company Odebrecht USA to sue the Florida Department of Transportation. A subsidiary of Odebrecht’s Brazilian-based parent company is expanding the port in Mariel, Cuba, and the law could prevent Odebrecht from chasing more than $3 billion in FDOT contracts.
